of those who controlled it to control any nation's well being.

Fractional
lending is not so bad if the caps and ratios are closely and strictly
limited, but it is not a necessity as successful monetary systems can
operate without it and without heavy taxation.
In fact, it is possible for nations to operate successfully
without taxes or fractional lending.
As history shows, it is extremely dangerous for any nation to operate
a fractional money lending system as the honesty and integrity of those
in control often changes and there are those in this world whose prime
directives are to infiltrate by whatever means necessary to gain positions
of authority which allow control over those monetary systems.
